TAFF - Turkish Defense Industry Relations and The Role of Foundation Companies In Technology Management

Erhan SIPAHIOĞLU was graduated from Army War College as an artillery officer in 1984. After his training at Artillery School in 1985, he has served as the Team and Company Commander in Burdur, between 1985-1990. Accomplishing successfully the Commando Course at Mountain Commando School And Training Center in Eğirdir. Then he has served at Northern Cyprus Turkish Republic between 1990-1992.

In 1992 he was appointed to the Artillery Regiment Malazgirt where he participated as the company commander in many internal security operations around Ağrı , Tendurek Mountains and Muş region. After graduating from Army Staff Officer Academy in 1997 as a Staff Officer, he has served as Chief of Operations, Training and Logistics Branch in Mechanized Infantry Brigade Command at Luleburgaz. During 1997, for a six month period, he has deployed as the advisor to the 5th Corps of Azerbaijan. Then, he has worked as the Defense Project Officer at the Army Headquarters in Ankara. Following his service as the Battallion Commander of the Mountain and Commando Brigade, Hakkari; he was appointed as the Coordination Branch Chief at NATO HQ at Virginia USA between 2005-2007. After this duty, he has served at the Armored Brigade in Erzurum as the Assistant Commander of the Brigade. Then he has served as the Chief of Staff at Army War College and subsequently the Secretary General to the Ministry of National Defense. In 2012 he was appointed by the decision of the Supreme Military Council as the commander of the Brigade in Şırnak. After this duty, he was appointed as the Chief of Modernization Material and Service Procurement Department in the Ministry of National Defense. Later, he has served at Turkish General Staff. He retired in 2017. Finally, he is working at The Turkish Armed Forces Foundation as a Deputy General Manager.

Cyber Crimes and Legal Assessment in the Defense Industry

Pelin Özkaya is a freelance lawyer affiliated with the Ankara Bar Association and a mediator affiliated with the Ministry of Justice. She graduated from Ankara University Digital Forensics master's program with thesis and is a PhD student at Hacettepe University Forensic Sciences – Digital Forensics. She continues her professional and academic studies in the fields of Technology and Internet Law, Cyber Crimes, Computer Forensics, Cyber Security, Artificial Intelligence, Internet of Things, Metaverse, Personal Data and Information Security, Green-Digital Transformation, and also carries out consultancy and training activities, and publishes books and articles. She is the vice president of the Ankara Bar Association Personal Data Protection Law Board and the general secretary of the Criminal Law Institute and works on the legal platform as a member of the The Informatics Association of Turkey (TBD).
